ROADWAY PAVEMENT MANAGEMENT SERVICES
Organizations accountable for maintaining millions of miles of
the nation's roadway pavements are seeking tools to help them make
cost-effective maintenance decisions. Through the implementation
of a pavement management system, APTech helps agencies prioritize
needs and optimize the use of available funds. The following highlights
some of our project examples.
Pavement Management
Technical Assistance for New Jersey DOT
APTech was contracted
to conduct a technical assessment of New Jersey's pavement management
system before new pavement management software is implemented. This
assessment includes recommendations to help ensure that the new
system provides the information needed to support the identification
and prioritization of pavement maintenance and rehabilitation projects
within the agency and enables the agency to quickly determine the
consequences of different investment strategies, the effectiveness
of different types of maintenance and rehabilitation treatments,
and the funding needed to achieve agency-developed performance targets.
APTech based its assessment on published information on the NJDOT
pavement management system and interviews with current and potential
users of the pavement management system. Additionally, the information
was used to benchmark New Jersey's pavement management practices
with those in other state highway agencies.
Following the interviews,
APTech prepared a summary report that documents the results of the
technical review. The results of the benchmarking exercise was also
included in the report. In addition, the report recommended areas
that should be targeted as the NJDOT enhances its pavement management
practices.
Following the update
to the NJDOT pavement management software, APTech will conduct a
follow-up visit with the NJDOT to review the changes that have been
made. During the follow-up review, APTech will evaluate any new
documentation provided by the NJDOT and conduct interviews with
personnel involved with the pavement management system. APTech will
then submit a final letter report summarizing its findings and any
further recommendations it has for the Department regarding continued
enhancements to its pavement management system
Pavement Management
Assistance for the City of Portland
APTech was selected to
conduct a pavement management training class for the City of Portland
to help the Office of Transportation better define its pavement
management needs. The training included an overview of the components
of a pavement management system, including the inventory, condition
assessment, model development, and analysis. Based on the information
gained during the training class, a broad definition of pavement
management needs was developed for the City.
Pavement Management
for Arrowcreek Homeowners Association
In 2004, APTech was retained
by the ArrowCreek Homeowners Association (ACHOA) to assist them
in developing and implementing a plan to repair, maintain, and manage
its 25-mile private roadway network. Prior to the study, the ACHOA
did not have a good way of allocating its limited funds to maintaining
the roadways and planning for future resource needs. With APTech's
assistance; however, the ACHOA undertook a major effort to repair
all of the severe distresses that have developed as a result of
poor paving materials used in original construction, severe winter
storms, and relatively high levels of construction traffic. APTech
provided oversight during the construction process to ensure the
contractors delivered the product and level of quality expected
by the ACHOA.
As part of the study,
APTech also established a road network inventory, adopted some standard
pavement preservation practices, and incorporated them into a road
management system. The system was then used to identify the future
resource needs and prepare a long-term budget for the ACHOA reserve
plan. The ACHOA is now satisfied that the street maintenance funds
are being spent wisely and according to criteria and priorities
that meet the needs of the homeowners.
