CONTRACT MAINTENANCE AND ASSET MANAGEMENT SERVICES
APTech provides specialized technical expertise to help contractors
preserve, upgrade and extend the life of public-use pavements under
privatized maintenance contracts. The following highlights some
of our project examples.
Asset Management Services for the Nation's Capital
APTech assisted VMS, Inc. with the implementation of an Asset Management contract
for the maintenance of approximately 400 lane miles of arterial roads in Washington,
D.C. The project, which is the first of its kind featuring a cooperative effort
between the Federal Highway Administration (FHWA) and Department of Public Works,
places responsibility for all maintenance requirements on the road network in
the hands of a contractor for a period of 5 years. APTech worked with the contractor
to conduct pavement management condition surveys and to develop a maintenance
and rehabilitation program for the 5-year period. APTech also conducted training
sessions on pavement management for roadways for VMS engineers.
Virginia Interstate Pavement Condition Assessment
Since 1997, VMS, Inc. has been responsible for the maintenance of more than
1,100 lane miles of interstate highway under a 5-year contract maintenance
study with the Virginia Department of Transportation (VDOT). The
highways are divided into two sections, or subprojects, based on
their locations at opposite ends of the state. Both sections include
4-lane and 6-lane divided highways that combine to a total of approximately
1,160 lane miles.
APTech, under a contract with VMS, conducted a pavement condition
assessment for the aforementioned pavement network to evaluate the
pavement condition with respect to the performance standards established
in the VDOT contract. In addition, APTech updated VMS' pavement
management models and used the information to develop a pavement
maintenance and rehabilitation program for the remaining years under
the warranty. As part of APTech's work on this project, a guide
was developed for evaluating the condition of highway ramps and
shoulders.
In 2001, the contract between VMS and VDOT was extended an additional
five years. In December 2001, APTech again updated the information
in the pavement management system. The work involved the addition
of projects from the years 2000 and 2001 into the pavement management
database as well as the conduct of windshield surveys to estimate
pavement conditions at that time. Using the information obtained
in the field, 2002-2003 work plans were created. In the spring of
2003, APTech performed another pavement condition assessment, updated
the pavement management system, and created work plans for 2004
through 2007.
